Readme file for CILIR version 1.10, 2002.

Changes relative to version 1.00 (1999):

The input parameter Frequency is to be submitted in kHz instead of MHz,
to make the program more useful for low frequencies.

The input parameter victim receiver Bandwidth is to be submitted in Hz
instead of kHz, to make the program more useful for smal bandwidths.

Some minor editorial points. This includes the void of high ASCII characters
to to make the source file and executable independent of platform, keyboard definition 
and language setting.

The accompaning documentation has been changed into PDF format.

This includes an unofficial copy of the ERC Report 069. In fact it is the
final draft of that report of which a PDF print was made from the document
in the original DTP software, which is non MS Word. That results in sharper figures 
and tables than in the official Report.
